Option missing from the list: Make it relevant to their role, even if that means having several flavours for it.

Our company kept every failure secret. I know some breeches need to be confidential. Employees might take the training more seriously if you told them real examples that occurred in your company

It’s a judgement call but more open disclosure would show how serious the problem is

This, a hundred times this. If we hide security breeches/incidents behind a cloak of secrecy, our user communities never now how bad it really is.
