Developer experience isn't solely about tools. While tools play a role in the entire equation, they aren’t the primary driver. When it comes to tooling, my perspective is to provide as much freedom as possible. Allow developers to select their own tools; they understand how to perform at their best. Let them make those choices. Offer guidelines and a budget, and let the rest develop organically. Admittedly, from a governance perspective, this can pose a challenge, but the benefits far outweigh the drawbacks.
