Specialized IT Procurement group must leads the entire process in large organizations. Aspects like Risk, Terms & Conditions only can managed by a specialized team in IT Contracts & Negotiations. Vendors contracts are very intrincate and plenty of one-sided conditions.

While procurement leads and governs the entire process, IT is a partner to procurement enabling procurement with the right functional and technical perspective. Large organizations can have specialized IT sourcing and procurement teams. But for small and medium scale enterprises which cannot dedicate resources only for IT purchases, it must be a partnership between central procurement and IT.
