I think the USA and China already have sovereign AI, in the broad sense. It's the rest of the world who have to worry.
But you raise an interesting point if you are implying that the US government might be worried about not having its own AI capability that rests in the full control of the DoD and not with global multinationals that are US companies but that have at times shown resistance to compliance within US jurisdiction in order to protect global market and revenue from other legal jurisdictions.
The announcement and theatrical signing was a strange one I thought and I was curious about the mix. Why these companies if we wanted to expand USA AI capabilities. I could think of 3 other CEOs/founders who might have been standing there if it were about a general broad industry innovation deal.
So your comment has legs. Because it makes sense... a legitimate "conspiracy theory" can be developed:
"Larry, you are already a friend of the DoD and you need to handle all the server and database stuff. Sam, you closed OpenAI but now we'd like you to close it further, or at least build us a closed version for defense purpose, and Masayoshi, aside from your very good investment management and strong partnership with Larry, what we really need from you is a foreign entity shell, a non-U.S. legal proxy, funding and budget source obfuscation, and a take-the-punches proxy for more aggressive AI research for defense purpose we don't want too closely scrutinized immediately."

Yes, yes, it's not unthinkable that it is really about AI military capability and that all those jobs will be in the defense sector.

Disclaimer: no criticism or politics are implied or communicated... I'm simply thinking through out loud a reflection on Doug's comment. And of course, more than ever, my comment does not reflect the position of my employer. It's an interesting analysis.
I see this as the beginning of the United States move to Sovereign AI.
