It would be value to better understand the context of "Business Rules". Since this was posted in an IT community, I can get the general understanding of where the Architecture principles mental model is.
While missing the additional context of Business Rules, I will state that "Business Rules guide Architecture Principles". I went so far to remove the word "should" from the options at hand.
Business Rules, in a general sense, are the governing constraints of a business to operate in the market. Digital IT must understand those rules and then update practices, policies, governance and architecture to mold to these and be flexible or modular enough to change when those Business Rules change.
