I think it depends on the relationship with the partner.   If we outsourced the development (manpower) to a third party, the product owner is inhouse.

If we pick a partner and buy its technology, then the product owner role belongs to the partner.

We've delegated many times the development of applications to partners because of lack of internal capacity (we would not hire people for that).

It's a good point of difference there. In asking the question I was specifically thinking of your first scenario where the developer is building a product you will own and sell.
