Does anyone have feedback regarding information technology metrics in higher education? Specifically, are there sources that cite benchmarks for investment in technology as a percentage of an organization's operational budget or ratio of IT staff to total staff? I've seen IT budgets as small as 1% and as large as 10%, depending on the industry and situation. I'm hoping to find any similar discussion for public higher education.

Unfortunately I do not have personal experience in this area (metrics in education) however I would recommend you to check UK Education system pages on the web as I have seen some very well prepared metrics there.
I personally recommend -- The National Center for Education Statistics (NCES) publishes a number of reports on IT in higher education, including one that provides benchmarks for IT spending as a percentage of total institutional spending. You need to consider your institution's mission and goals. What are you trying to achieve with technology? How can technology help you to improve student learning, research, and administrative functions?
Explore websites, publications, and resources from associations dedicated to higher education, they may publish reports or conduct surveys that include IT investment benchmarks.
I have not seen metrics or benchmarks that show this.
