When evaluating if an organization is truly data-driven, I analyze a combination of qualitative and quantitative factors. This includes assessing the data utilization rate, which indicates how frequently data is utilized for decision-making across various departments, and the data literacy index, which gauges employees' proficiency in comprehending and utilizing data. Moreover, I examine the alignment of data initiatives with business goals to ensure that data projects contribute to tangible business outcomes. Additional crucial indicators are data quality scores, adherence to governance protocols, and the frequency of data-driven innovations. Together, these metrics offer a comprehensive insight into the extent to which data-driven practices are ingrained in the organizational culture, driving both strategic and operational excellence.

If I’m understanding your question correctly, you may be able to gauge how much an organization values being data driven if they have metrics around the following:
1. Data literacy or mindset training metrics with the aim of lifting up the organizations entire digital / analytical quotient.
2. Specific KPI such as revenue growth rate, customer acquisition rate, customer churn, customer acquisition cost, conversion rates, lead times, on-time delivery, etc…
3. Operational metrics that focus on efficiency and effectiveness of various operational processes. These may include cycle times, order fulfillment rates, MTTR, SLA’s, etc…
4. Finance metrics: hopefully self explanatory
5. Sales and marketing metrics - click through rates, market and sales qualified leads, conversion rates, lead to sale, sale to ship, etc…
6. Product metrics - UI/UX surveys, user / adoption rates, conversion funnel metrics, uptime, on time delivery, anything measuring performance and usage, etc…
7. Employee metrics - employee survey metrics, average time to hire, hire to retire, training hours, onboarding experience, etc…
