Data Governance is a really broad topic from processes to policies to data standards to indexes to security, so it's really hard to say what kind of tool is being looked for. Is this for scanning and managing metadata, or automating data workflows, data governance stewardship?

For tech, smaller programs normally use the tech stack they have within the enterprise. So, if an org is Hadoop based and comfortable with that ecosystem, they may be looking at Apache Atlas or Ranger. But if the need is greater than the current tools allow but without expertise in the open source tools required, I wouldn't limit myself to open source.
