Programming language: Coding skills in languages like Java, Python, Javascript, C++ etc.
Education Qualification: Btech, computer software degree is a must
Product/ Software Design: Knowledge about designing a reliable and scalable product.
Debugging: Should know how to identify and fix software bugs
Communication skills: Should be able to convey the work done in a proper manner to the clients
Others skills: Teamwork, hard-working, good listening skills and adaptability is good to have.

Assuming this is for a first job developer - he/ she should possess the following skills/ behaviours to pass the interview in flying colours:
a) Attitude (over skills)
b) Coding skills - there is no way out 
c) Appearance - dressing and grooming
d) Communication - spoken, written, non-verbal/ body language (and in this order)
e) Ability to talk about success and failure/ strengths and weaknesses
f) Ability to analyse problem statement
g) Ability to prove himself/ herself fit for job (study company's website for this; study the industry sector)
h) Ability to present the solution
i) Selling skills (he/ she is selling her CV/ skills/ knowledge in the session)
j) Ability to say no (to any irrelevant questions)

The interviewer also needs to possess skills appropriate to first job developer:
1) Coding skills
2) Listening skills
3) Ability to reframe the question/ problem statement
4) Ability to interpret responses of the candidate
5) Being humble
6) Ability to make the candidate feel comfortable
7) Communication - verbal and non-verbal (most likely he/ she will not be displaying writing skills in this session)
