I think it will engender more focus on the efforts to combat spyware, one that will better coordinate browser settings, email filtering and endpoint security.  Combating spyware organizations at the source will become normal.

I don't think so. New ways, workarounds and legal loopholes allegations will emerge sooner than implementing the order.

I think the main effect of this will maybe to help focus a bit more on Spyware and the threat it poses, but I don't think it will change very much.  At present, the USA and most of the Western powers are shamefully underprepared and under-armed, compared to the bad actors out there, with their government funded cyber-terror organizations, not to mention the criminal gangs and elements raking in millions from ransomware.
