Our HR team would like to use a tool (looking at LRN) to deliver policy content to our end-users, and test their retention of the key points of the policy.  Anyone using this tool, or similar, with feedback?

Yes - all of our key policies and compliance requirements have a LMS course along with key questions to ensure understanding.  The end of the questions there is a final question for the user to confirm their agreement to follow the policy of the organization.

We do not use a third party solution as we have our own internal developed platform.

Going with LRN would give your HR team what they need to deliver, however this can create a disjointed training strategy across your organisation

I suggest looking for external companies that can provide you with SCORM content that you could upload to a corporate learning management system (LMS)

This allows you to centralise learning across the organisation, provides you the ability to customise the content to meet your needs, plus removes vendor-lock-in if LRN goes downhill for any reason

LRN is a popular tool for delivering policy content and testing retention, it has the ability to create interactive policy modules that can be easily customized to your organization's specific needs. And I have heard positive feedback from others who have used it. One more thing you need to consider is the complexity of your policies -- if you have complex policies, you will need a tool that can provide users with the information they need in a clear and concise way.
