Would anyone have familiarity with or know of a TMS solution that allows for rating comparisons to be done between UPS and FedEx CWT rates to LTL rates? 

The TMS provider that we have today is saying that comparing UPS and FedEx CWT rates to LTL rates is not something that is industry standard and I find that difficult to accept.

I'm not 100% certain, but I would explore e2open (following the BluJay / Kewill acquisition, they added some functionality here). Also, Oracle Transportation Management, might be a solution.
