From my experience it includes both because :
1. Business team need "Data Literacy " because that where you increase the Adoption of Data products and services.
2. Data Team need "Business Literacy" because then the team can pivot to thinking about business growth & improvements, have a meaningful conversation with Business and data becomes and enabler not the center of the discussion.
