There unfortunately isn’t an industry standard definition of CIO or CTO. Personally, data science teams should report to a Chief Data Officer, who should in turn oversee the use and security of data within an organization. Whether the CDO is the same person as the CIO, CTO or CxO would really depend on skill set.
