I have always found that including team members in strategy sessions, then allowing them to choose what part of a project they want to own helps them feel empowered. One of the most important parts of this exercise is their visibility to how an overall strategy is broken out into parts. Then when they own a part it is very clear how the work they are doing supports the overall strategy. Autonomy, and visibility to how their work supports the success of the team and company does wonders for empowerment and engagement.

Please don't hire great people and then put them in a box. You hired them because they offered something your team needed and didn't have. Low empowerment of your team members is a leadership failure. Boost your EQ and you'll boost your team members' productivity, collaboration, and contributions.

Introduce agile ways of working, and empower teams to prioritize their work from the backlog.  It offers the the ability to push back, drives collaboration across the team, and lets them choose what they feel is most important to work on.

Change of the leaders. If there is lack of progress, many times it is very clear that they are simply not capable of leadership positions, so those have to be changed to capable ones.
I've seen many of these EI training outcomes and none delivered (not because of the training providers!!).
