Bad :). Its not an easy task, there is number of of very important tasks that depend on each other, and there is also user education and then all the security controls. Also whatbis the ultimate goal, compliance or data leaking...I will start from defining data clarification and writing policies, then understand how data flow outside of the company, and also what tools available to you now. Dont buy anything yet, there is no silver bullet:)

They are, very frequently, a massive waste of time. i.e. They don't reduce risk much.
