Does focusing on ITIL drivers ensure a successful transformation initiative?

It is definitely not a guarantee of success. So many other factors come into play.

No, focusing on ITIL drivers does not automatically ensure a successful transformation initiative. ITIL drivers are important, but they are only one part of the puzzle. A successful transformation initiative requires careful planning, execution, and monitoring.

Enterprise has to focus on industry standard ITIL framework as part of their project initiative for successful delivery. it does help streamline the project and keep all the stake holders responsible for completion of allocated activities.

I believe ITIL is fundamental, but not really directly tied to transformation initiatives.  Transformation initiatives would require, on top of ITIL, cultural mind shifts, training, upskilling, etc.  Transformations require far more soft skills for IT to consume than they traditionally have, and I don't think ITIL can really help on that front.

The short answer is No, ITIL is a best practice that might not fully be applicable to your environment, and here the role of the IT leader comes to pick what add value based on the maturity of the culture and business
