Are there new tools or platforms that you are considering or using (beyond a spreadsheet :) for SaaS management and helping cut overall cloud costs?

I've seen several tools emerge over the past few years that basically look at your financial records (POs in the ERP) and your browsing logs to try and identify shadow IT SaaS products that business may be using without IT knowing about it.
They actually seem to be fairly effective, but we ultimately determined that we had actually managed to mostly address the expensive parts of shadow IT through a joint governance with business that means that if somebody tries to buy their own Salesforce instance or whatever, someone (or some approval body) will say "have you talked to IT about this" before a PO is issued. The remaining scope of small freemium SaaS products is much harder to tackle, if only because IT itself is often ill equipped to handle the myriad "small" tools that users are interested in. Take something like Klaxoon: there could be sensitive data in there from meetings, but who should own it, and how much overhead are you actually willing to take on in order to manage it ?
