Do you post every promotion even if it is a vertical job move such as Software Engineer I to Software Engineer II? We are shifting our promotion process so that they can be proposed at any time of the year. Previously, promotions were proposed during the annual merit cycle, which had limited oversight of the business case for why someone was being promoted.

We don't post promotions that are part of career progression. We post all other roles.

Promotions can be done at any time during the year, but a fair portion are done during the merit/compensation review cycle. Promotions are usually part of the natural career progression of an employee and are not posted. If we have need for a more senior person in a role and we could not find a suitable internal candidate we would post the role both internally and externally.
Be purposeful in which roles should be competed for vs. an earned promotion and post the ones that should be competed for erring on the side that giving internals an opportunity to apply / "opt in" is good for their development and growth to know what they should focus on.
