Look for culture fit and potential. Figure out how they think and what their values are. If these align with your current org you have a winner.

Communication skills are a must. A good grasp of the business domain and an inquisitive nature
Apart from the obvious things like the required skills for the job and finding out someway(using tools or proven methods) that the person being interviewed is a right fit for the job, it is important to understand the motivation behind applying for the job. A motivated employee has a greater probability of being more successful in the job even if he has some deficits in terms of skills. If you are looking at a managerial position sometimes hiring a generalist is better than a specialist who has come up from the ranks in the same domain, or have a combination of generalists and specialists to get the best of both worlds. For a Technical position, again be open to experiment rather than going with the popular and easy choice. My experience whenever I made a decision on gut it has worked. If the chemistry works during the interview, it is more likely to work during work. Best of luck.
