There 2 aspects to this : The compensation or benefit strategy and benchmarking of tuition benefit to ensure an organization's market competitiveness sit with Benefits, however its implementation and governance in ensuring what is being reimbursed aligns with needed development is tied to L&D strategy and business needs, i.e. it is the Learning and Development teams role to ensure employees are attending training and learnings linked critical skills that are tied to required competency needs for their roles. Therefor the governance (monitoring and evaluation of request and approval) should be vetted and managed by HR or Learning development.

Hi Ruth, in my experience, governance sits within the Learning and Development space, although the initiative is a benefit and part of the EVP. HR's involvement comes into play when Business Partners discuss development planning with leaders, and in some instances as a retention strategy.
