My company is experiencing rapid expansion, and I need to set up a scalable talent acquisition pipeline practically from scratch.  We do not have HR or employee lifecycle management software that is up to the task.  Any specific recommendations regarding software, services, or processes?

We had a bonus system for employee referrals. Depending on the role needed could be $500 to as much as $5,000. It paid after 6 months for low bonus or 1 year for high bonus.

Longer term you should consider an internship program with local community colleges and universities. Local population is more likely to stay in the area
